The Ossining Children’s Center, founded in 1895, has been in the forefront of advocacy for universal child care. During the four years that the US was engaged in World War II, America had universal child care. Notwithstanding that brief period, America’s child care policy has been based on two falsehoods: (1) child care and education are separate and distinct, and (2) the cost of early childhood care and education can be borne entirely by parents. This not only shortchanges the most important stage of human development, it costs American taxpayers in lost work days for working parents, and – ultimately – in remedial education and untapped human potential.
Howard Milbert has been Executive Director of the Ossining Children’s Center (OCC) since 1985. He is known throughout New York State as a leading voice for high quality child care and early childhood education. Howard is co-chair of the New York State Association of Directors of Not-for-Profit Child Day Care Centers, co-president of the Westchester Early Childhood Directors Association, and a former Board member of the New York State Early Care and Learning Council.
